What is Civil Service?
The City of Richardson Municipal Civil Service Program was established by charter for the purpose of setting forth the principles and procedures that are to be followed by the City Administration in its personnel program and to serve as augmentation and clarification of the City Charter to establish a merit system of personnel administration. It is intended that these rules not only provide a working guide for City officials, but that they shall acquaint the City employees with the chief personnel objectives and practices of the City.
What are "Non-Competitive" / "Competitive" positions?
Richardson's Civil Service System has both competitive and non-competitive positions.
- The non-competitive class shall consist of all positions requiring peculiar and exceptional qualifications of a scientific, managerial, professional or educational character. Applicants for non-competitive positions may be selected on the basis of professional qualifications. (Section 44(c), Civil Service Rules & Regulations).
- All other positions are competitive, requiring structured interviews, written examinations and/or assessment centers (may vary by position). (Sections 24 - 29, Civil Service Rules and Regulations).
