Revitalization and Reinvestment in Richardson

As a mature suburb with limited undeveloped land, Richardson's planning efforts have begun to focus on reinvestment opportunities and individual efforts to revitalize private property.

Community Revitalization Awards

The Community Revitalization Awards recognize property owners who have enhanced the community by making significant exterior improvements to their properties. Both residential and non-residential projects are eligible for consideration.

Enhancement/Redevelopment Studies

In January 2009, the City Council adopted a new Comprehensive Plan, which identified six “Enhancement/Redevelopment” zones that are struggling with some of the challenges of maturing suburban cities and City officials felt the that true potential of these areas could not be determined without specific, detailed study (see map below).

COR Redevelopment Study Areas

The following projects are underway or have been completed:

  • East Arapaho/Collins Enhancement/Redevelopment Study — This redevelopment and reinvestment strategy, currently underway, focuses on underperforming industrial space, particularly the large quantity of older flex space, located east of Central Expressway between Apollo Road and Collins Boulevard.
  • Main Street/Central Expressway Enhancement/Redevelopment — This redevelopment and reinvestment effort, currently underway, includes two areas: the Main Street area, which includes the historical downtown of Richardson, and the Central Expressway corridor between Arapaho Road and the City's southern border with Dallas. The vision study and market analysis were completed in early 2013. A rezoning effort for four of the eleven sub-districts has recently begun.
  • West Spring Valley Corridor Reinvestment Strategy — The first completed redevelopment and reinvestment strategy applies to an area generally north of West Spring Valley Road, between Coit Road and Central Expressway, including several properties to the north along the Central Expressway frontage road.
